Public Order and Public Safety Operator

Overview

This 16-hour block of instruction provides patrol officers with training on lawful and effective responses to protest activities, civil unrest, and riot situations. The course emphasizes legal considerations, protest dynamics, and officer safety while balancing constitutional protections with public order responsibilities.


Students receive instruction on types of protests, identifying organized protest groups, and recognizing indicators of escalation. The course addresses crowd-control principles, riot-control strategies, arrest team operations, and the appropriate use of riot batons within established policy and legal frameworks.


The course culminates in a series of hands-on, scenario-based exercises designed to reinforce learned concepts in a realistic environment. Practical applications include crowd-control squad formations, baton-holding positions, mass-arrest procedures, and coordinated arrest team operations.

Learning Objectives

Upon successful completion of this course, the student will be able to:

  • Identify and differentiate between protest types and levels of civil unrest
  • Explain legal considerations related to First Amendment activities and civil disorder response
  • Recognize indicators of crowd escalation and organized protest behavior
  • Demonstrate proper positioning and movement within crowd-control formations
  • Safely and effectively perform assigned roles within a mass-arrest team
  • Apply officer safety principles during crowd-control and arrest operations
  • Demonstrate lawful use and handling of riot batons in accordance with policy

Performance Evaluation

Students must demonstrate the ability to legally and effectively:

  • Assess and articulate considerations present in protest situations involving civil unrest
  • Execute assigned positions within crowd-control squad formations
  • Function as a member of a mass-arrest team to apprehend, search, and detain subject

Planning and Commanding Mass Gatherings

Overview

The Planning and Commanding Mass Gatherings course prepares management-level responders to function effectively as members of an Incident Management Team during mass gatherings and civil disorder events.


The course provides comprehensive instruction in incident management principles, with an emphasis on pre‑event planning, coordination, and the roles and responsibilities of command and general staff during special events, mass gatherings, and civil disturbances.


Students will develop a local Incident Action Plan (IAP) and learn how to implement and direct response actions from the management and command level.


The course culminates in a facilitated tabletop exercise, during which students apply the knowledge and skills gained throughout the course to plan for, manage, and command incidents associated with mass gatherings.

Course Objectives

  • Describe the roles, responsibilities, and authorities of management‑level responders within an Incident Management Team during mass gatherings and civil disorder incidents. 
  • Apply Incident Command System (ICS) and National Incident Management System (NIMS) principles to the planning, organization, and command of mass gathering and special event incidents. 
  • Identify and evaluate pre‑event planning considerations for mass gatherings, including risk assessment, resource management, interagency coordination, communications, and contingency planning. 
  • Develop a comprehensive local Incident Action Plan (IAP) tailored to a mass gathering or civil disturbance scenario. 
  • Demonstrate effective management‑level decision‑making in response to evolving conditions during mass gatherings or civil disorder events. 
  • Coordinate command and general staff functions to support unified command and multi‑agency operations during special events. 
  • Implement management‑level response actions consistent with established plans, policies, and legal authorities. 
  • Analyze incident dynamics to adjust strategies, objectives, and resource deployment during mass gathering operations. 
  • Evaluate command decisions and operational outcomes during a tabletop exercise involving a simulated mass gathering incident. 
  • Integrate lessons learned and best practices into future planning for mass gatherings and civil disturbances.

Tactical Medical Operator

Overview

The three-day Basic Tactical Medical Operator course is designed for EMS personnel who support or plan to support police SWAT and high-risk law enforcement operations. This course prepares medics to operate safely and effectively in austere, dynamic, and potentially hostile environments while providing medical care in support of tactical missions.


Throughout the course, EMS providers are trained in tactical medical principles and skills applicable to SWAT deployments and active killer incidents, with an emphasis on integration with law enforcement teams. Instruction focuses on medical decision-making under stress, casualty care in warm and hot zones, movement with tactical elements, and mission-specific medical planning.


The course places a strong focus on preparing EMS personnel for assignment to Tactical Emergency Medical Support (TEMS) roles. Training is conducted using hands-on, reality-based scenarios led by experienced SWAT trainers and seasoned tactical medical instructors, ensuring students gain practical, field-ready skills that align with both EMS standards and tactical operational requirements.

Tactical Medicine Practitioner

Overview

Tactical Medicine for First Responders is an emergency medical course that is designed to prepare Law Enforcement, First Responders and Security Personnel how to respond and treat life threatening traumatic injuries.  The training is based on Tactical Emergency Casualty Care (TECC) guidelines and is presented by FLETC certified instructors experienced in Tactical EMS with reality-based training techniques.

  • Direct Threat Care that is rendered while under attack or in adverse condition
  • Indirect Threat Care that is rendered while the threat has been suppressed but may resurface.
