Founder

Harry Burke

For more than 30 years, Harry has dedicated his career to protecting communities and preparing first responders for the challenges of modern public safety. He began his service in Delaware County, Pennsylvania, as a firefighter and EMS responder before transitioning into law enforcement in 1996. Today, he supervises his agency’s Training and Background Investigations Unit and leads the Emergency Response Team.

Harry also plays a key role in regional preparedness as an element commander and trainer for the County Major Incident Response Team, part of the Southeastern Pennsylvania Counter Terrorism Task Force. His work focuses on tactical operations, CBRNE response, and interagency coordination.

As an instructor for more than two decades, Harry has trained hundreds of officers across federal, state, and local agencies. He teaches firearms, tactical medicine, defensive tactics, crowd management, active shooter response, and emergency vehicle operations at several respected institutions, including Penn State, Temple University, and Montgomery County Community College.
